In the procedural requirements. And we feel that's important because. 18:51:46 We want to make sure that the board and the residents are informed. 18:51:50 About the decisions that are gonna be made. Uh, it's important to clarify that the committee's work is solely focused on the assessment. 18:51:58 We're not forcing paving. We're not forcing paving. 18:52:05 But rather providing analysis of its implication. To enable and inform a collective decision by the neighbors. 18:52:15 Um, I want to make sure also that everybody knows that this committee is. 18:52:21 Made of volunteers. Just like the board members, who spend a lot of time. 18:52:28 Uh, resources and efforts trying to get this done. Uh, we feel that these agreements make our communities stronger. 18:52:37 And these agreements should not be something to be used to put neighbor against neighbor. 18:52:43 That's not very nice. That's not what the paving is about. 18:52:48 Pavings should be seen as an opportunity. To make us stronger as a community. 18:52:53 We acknowledge the diverse viewpoints within our community regarding paving. We want to prevent conflict. 18:53:14 All perspectives or value, we encourage respectful, constructive discussions. On the feasibility of this project. But that has other implications. 18:53:45 And the other implications is that a lot of the roles. 18:53:48 And the functions that are at play with in our community. 18:53:51 Require volunteers. And you have to be crazy right now. 18:53:57 To join… For instance, the paving committee. 18:54:01 Nobody's gonna want to be a volunteer after all the comments. 18:54:05 Scrutiny… things that are being said. 18:54:09 And so, it doesn't stop with the paving committee. It has implications down the road. 18:54:17 You know, we need to ask ourselves, why is the attendance so low to these meetings? 18:54:23 Right? And why are people not volunteering? And… in doing so. 18:56:19 We actually found out something very interesting called… Crystalline silica. 18:56:27 Crystalline silica. Uh, I'm not gonna go through this slide, but everybody who is here in Rustic Ranches. 18:56:35 Should look into crystalline silica. And the effects that it has on, uh, COPD. 18:56:42 In some other lung diseases. It's rustic wrenches, all that dust. 18:56:47 Half of it is probably crystalline silica. But, again, that's for you guys to look into. 18:56:55 So, let's continue to… we're gonna go jump into the report, and uh… after we had the study performed on the… on the subground. 18:57:06 Uh, we thought that it was a good idea to engage. 18:57:09 Wellington, the village of Wellington. Because there was a project that took place a few years back with a community called Saddle Trail in Wellington. 18:57:18 Where it was actually very similar. They wanted to pave the roads, there was a lot of division. 18:57:23 And so we reach out to, uh, Wellington. To give us, um, a little bit of insight on the Saddle Trail precedent, right? And that's why we reach out to Wellington, is the responsible thing to do. 18:57:35 For the committee to be educated about. What we're trying to do is assess whether this is good or not. 18:57:43 Well, um… I know there was bad blood between Wellington and Rusting Wrenches back in the days. 18:57:50 This is prior to my… to my life here. 18:57:54 But… Wellington has been… If anything, probably trying to make… 18:58:02 Um, the best out of a situation. So they were ready to help us and provide information. We met with them several times. 18:58:10 Uh, in, uh, they provided tools that we needed. To understand the cost of a project? 18:58:17 Even if we don't do it through Wellington. It was never our intention to do the paving through Wellington. 18:58:23 It was our intention to reach out to Wellington so that we could understand more about the project. 18:58:28 And we could probably see what we needed to do if we wanted to do the project ourselves. 18:58:33 But nonetheless, we reach out to Wellington. This is just one little slide that they put together. 18:58:40 But this is the type of stuff that you need. As part of a committee to understand the cost. 18:58:46 And this is something that a volunteer like myself, I don't have the skill set to do that. 18:58:51 And so they put out some… Other different slides and information that save us money and thousands of dollars. 18:58:59 And these are the same slides that actually were presented to us when they. 18:59:04 Actually pitched the project to us. I don't know if that's the right word or not. 18:59:08 This is one of the better slides in one that has… a lot of engineering behind it. 18:59:15 This is probably several thousands of dollars, uh… Um, slide right here, and this is something that they presented in terms of one of the models. 18:59:26 Where they thought that the swell on one side with those. 18:59:31 With those, uh, measurements should be able to manage the water flow that is currently handled by two swells. 18:59:39 In the incline, in the little swell right next to the bridle trail. 18:59:42 This has been amazing information to work with. So that we are informed. 18:59:50 There's another slide that they put together. And again, if you guys remember, this was sometime last year, I think. 18:59:55 And they came up with a figure that, personally, I was shocked with. 19:00:00 I got sticker shocked when I saw that figure. And I know that that is, um… 19:00:07 Pretty much what… how everybody felt. It was about 6 million on the conservative side. 19:00:13 Which translated, basically, into about $324 per month. Or 3,890. I'm paraphrasing, I don't have the actual numbers, but… 19:00:23 Based on that research for $6 million. 324, that's kind of a magic number per year. 19:00:31 There's some other slides right there about numbers. Almost as an entry, but the amount of support that Wellington has put together for this. 19:01:39 Initiative has been incredible. And I think that's something to build on, because there's so much history, right? 19:01:44 That is bad between our community and Wellington. And I think that Wellington is extending. 19:01:50 Some type of a branch here, and… at the very least, I'm very grateful for it. 19:01:56 So, maybe something positive about this. With those specs, we were able to get some interesting quotes. We actually… 19:02:05 Believe it or not, those specs became available about 3 weeks ago, and over the last 3 weeks. 19:02:10 We have been able to knock on the doors of some of the. 19:02:13 Heavy hitters, uh, Ranger Construction, one of them. Probably the biggest paving company in Palm Beach County, maybe… 19:02:23 Central Florida? South Florida, I don't know. One of the biggest. And after speaking with them and sharing the specs and understanding a little bit more about the roads. 19:02:32 Uh, how the roads… east, west, meaning… Norris, rustic, hollow tree… 19:02:41 Into your path. Those roads running east-west. 19:02:45 Have a better composition. Then the roads going south-north. Skippex and Cotton Trail. 19:02:53 So, the… the work might be a little bit different, but… Ranger seems to think that. 19:03:00 They're gonna be able to do it for a little bit more than 2.1. 19:03:04 Million, which was… an amazing number. 19:03:08 If you look at one of these lights that… You guys wanted me to go through real quickly? 19:03:12 One of those lights specifically deals with misinformation. In how this subject of paving has been used. 19:03:21 To spread misinformation. I've seen on social media comments about $20 million. 19:03:30 About the district being bankrupt and all that. It's like a grid that either can hold concrete or aggregate. 19:05:45 That's the good news. We'll aggregate, I don't know about good news, because, again, the dust might be an issue. Again, concrete is way too expensive. 19:05:52 But once we had conversations with this company. We found out that they're almost double. 19:05:59 The cost of paving. So, unfortunately, not a viable solution. So… 19:06:04 We're gonna land the plane right now. And tell the board and the community where we are. 19:06:11 Right now, we have very, very basic numbers. 2.1 on the paving. 19:06:18 $171,000 on the engineering. We're still waiting on quotes for the, um… 19:06:24 For the, uh, bridal trail. And we're waiting also for quotes on the, uh, swell. 19:06:30 But… at this point, what is needed to pinpoint the price. 19:06:36 The entire price, and I understand cost is a very sensitive issue towards this project. 19:06:41 To understand the actual cost of the whole thing. We need an engineering design report. 19:06:49 In that engineering design report. Is what we were facing. 19:06:54 Uh, north of $500,000 up until a few weeks ago. We went in… we… once we had the specs, we went to other, uh… 19:07:03 Engineering companies, and we have Mr. Zauer. Sour here, with a very good engineering design. That engineering design is needed so that we can then, once we have it. 19:07:16 We can then, uh, RFP in RFQ. Meaning that we're gonna invite vendors to actually. 19:07:24 Make proposals based on those very defined. Engineer specs. 19:07:29 And then after that, if the community is in agreement, or the board is in agreement. 19:07:34 We will need to secure a bond. Which is very simple.
